4. At first sight an sstimate framed to cover 4

months expenditure and which aotuslly covered nearly 16 months

expenditure would appear a very bad one, but this is not really

so, the estimate having been based on the amourt of material

to be dredged and net en the time teker to do it. As the

dredging geer was known to be in defective condition, allowance

was made en sooount of this in the estimate. I may further

point out that, though the dredger started work fully 14 menthe age, sha has actually worked for 94, months only, the remainder

of the time (fully 44 months) being occupied in executing

repairs er in sheltering during typhoon weather. During the

whole perici, it has been zecessary to work the dredger lightly,

consequently, though salaries and wages have had to be paid

in full, other charges have been light. For instance, as the

horsepower required for dredging is only 1/6 that required for

steaming, the sxpenditure on opel and water deperds principally

on the number of leads dumped.

5. Had it been possible to work the dredger at full

power, the dredging would have been completed in about four

mentha and the fact that it is taking so long without materially

exoseding the estimate is dus iz part to the expenditure for

ceal, water, steras, &o., being spread over the longer period

and in part to the excess expenditure for salarise being met

by the allowance made in the estimate. It should also be

borne in mind that the cost of salaries iɛ much reduced siros

the European officers were dispensed with. I cannot say that

the dredger is being worked economically, but she is not being
